In order to implement complex measures in the field of fighting poverty in our country, which is included in the Millennium Development Declaration, "State Program on Poverty Reduction and Economic Development in the Republic of Azerbaijan for 2003-2005", as well as "State Program on Poverty Reduction and Sustainable Development in the Republic of Azerbaijan for 2008-2015" was prepared and approved and successfully implemented. Over the past years, Azerbaijan has achieved many goals under the Millennium Development Goals, especially in terms of protecting people's health, improving the environment, eliminating poverty, raising the level of education of the population, promoting and ensuring gender equality.

Our republic joined the Sustainable Development Goals approved for 2016-2030 at the Sustainable Development Summit of United Nations member states held on September 25-27, 2015. The set goals and objectives are based on the Millennium Development Goals, covering the economic, social and environmental aspects of sustainable development and determine the next development directions.

Taking into account that the implementation of the Sustainable Development Goals requires a complex approach from an institutional and political point of view, it is of particular importance to develop an efficient national implementation mechanism for the development of a more stable, comprehensive and diversified economy in Azerbaijan, and for ensuring the balanced development of social sectors.

Guided by paragraph 32 of Article 109 of the Constitution of the Republic of Azerbaijan, I decide to coordinate the implementation of the duties of state bodies in connection with the obligations arising from the "Transformation of our world: Agenda for sustainable development until 2030":

1. The National Coordinating Council for Sustainable Development of the Republic of Azerbaijan shall be established with the following composition:

3. First Deputy Minister of Culture and Tourism of the Republic of Azerbaijan

4. Deputy Minister of Foreign Affairs of the Republic of Azerbaijan

5. Deputy Minister of Health of the Republic of Azerbaijan

6. Deputy Minister of Labor and Social Protection of the Population of the Republic of Azerbaijan

7. Deputy Minister of Science and Education of the Republic of Azerbaijan

8. Deputy Minister of Ecology and Natural Resources of the Republic of Azerbaijan

9. Deputy Minister of Youth and Sports of the Republic of Azerbaijan

10. Deputy Minister of Agriculture of the Republic of Azerbaijan

11. Deputy Minister of Justice of the Republic of Azerbaijan

12. Deputy Chairman of the State Committee of Republic of Azerbaijan for Refugees and IDPs

2. Let it be determined that:

2.1. The main goal of the National Coordinating Council for Sustainable Development of the Republic of Azerbaijan (hereinafter - the Council) is to determine the national priorities and indicators relevant to the global goals and objectives that are important for Azerbaijan until 2030, the state programs covering the socio-economic fields in the country and ensuring the alignment of strategies with the Sustainable Development Goals, as well as preparing an annual report on the achievement of the Sustainable Development Goals;

2.2. The council can involve local and foreign experts, specialists, international organizations and scientific institutions in its activities, as well as create working groups in different directions.

3. In order to ensure the activity of the Council, the Secretariat of the Council should be created and the implementation of the function of the Secretariat should be entrusted to the Ministry of Economy of the Republic of Azerbaijan.

4. Central and local executive authorities and legal entities under the control of shares (stocks) of the state, once a year based on the request of the Council, submit statistical data on the indicators of achieving the Sustainable Development Goals to the State Statistics Committee of the Republic of Azerbaijan, and the report on the work done to the Council ensure that it is done.

5. The State Statistics Committee of the Republic of Azerbaijan should ensure the processing of statistical data on indicators determined in accordance with the Sustainable Development Goals and their submission to the Council once a year.

6. The Council should ensure that the report on the measures taken to achieve the Sustainable Development Goals is submitted to the President of the Republic of Azerbaijan once a year.

7. The Ministry of Finance of the Republic of Azerbaijan shall ensure the financing of the expenses related to the organization of the activity of the Secretariat established according to the 3rd part of this Decree based on the proposals of the Ministry of Economy of the Republic of Azerbaijan.

8. Central and local executive authorities, as well as state-owned legal entities whose shares (stocks) are under control, should provide necessary assistance to the activities of the Council and provide necessary information and documents based on its request.

9. Cabinet of Ministers of the Republic of Azerbaijan shoul:

9.1. prepare and submit to the President of the Republic of Azerbaijan within three months the proposals on the adaptation of the acts of the President of the Republic of Azerbaijan to this Decree;

9.2. ensure that the normative legal acts of the Cabinet of Ministers of the Republic of Azerbaijan are adapted to this Decree within three months and inform the President of the Republic of Azerbaijan;

9.3. monitor the adaptation of normative legal acts of central executive authorities to this Decree and inform the President of the Republic of Azerbaijan about its implementation within five months.

10. The Ministry of Justice of the Republic of Azerbaijan should ensure that the normative legal acts and acts of a normative nature of the central executive power bodies are adapted to this Decree and inform the Cabinet of Ministers of the Republic of Azerbaijan.
